Man convicted for illegal possession of voters’ cards.

THE Samfya Magistrate’s Court has convicted and fined a man K40,000 or in default serve nine months imprisonment with hard labour on 20 counts of being in possession of 20 voters’ cards without authority.

Before magistrate Kanunka Mambwe was Chipayi Kunda, 21, a coxswain by profession, of Mwamfuli village in Samfya district of Luapula Province.

Kunda was found in illegal possession of 20 voters’ cards belonging to other persons, which was a violation of sections 21 and 22 of the Electoral Code of Conduct.

He was arrested by a police officer in Lunga district on June 29, 2016, after a complaint was filed that there was a person who was going round getting voters’ cards from people without authority.

Facts before the court were that Kunda on the June 29, 2016, in Lunga district of Luapula Province had in his possession 20 voters’ cards belonging to different people without authority.

Magistrate Kanunka fined Kunda K2,000 for each of the 20 counts amounting to K40,000.

The voters’ cards belonged to Maloni Chanda who is NRC holder number 301994/ 32/ 1, Moses Musuwa ( NRC number 226564/ 32/ 1), Kongo Molia ( NRC number 186462/ 32/ 1) and Mwela Kabaso ( NRC number 301973/ 32/ 1).

The others were Mpundu Chisenga ( NRC number 320083/ 32/ 1), Mwelwa Chibwe ( NRC number 256904/ 32/ 1), Eden Mushitu ( NRC number 257483/ 32/ 1), Fridah Popayi ( NRC number 301972/ 32/ 1), Mpongwe Emmanuel ( NRC number 297272/ 32/ 1) and Macknam Popai ( NRC number 196528/ 32/ 1).

Others are Marriet chileya ( NRC 212245/ 32/ 1), Mpongwe Musongo ( NRC 162382/ 32/ 1), M w a p e M u b i t a ( N R C 321005/ 32/ 1), Musenge Regina ( NRC 196642/ 32/ 1), Lungo Shaba ( NRC 228921/ 32/ 1) and Chipulu Kanyesha ( NRC 174917/ 32/ 1).
